Chief Executive Officer / Executive Director - Johnson City Housing Authority

Summary:
Johnson City Housing Authority is a public housing and development authority that manages a combination of public housing units, Housing Choice Voucher (Section 8) units, Rental Assistance Demonstration, and Low-Income Housing Tax Credit units across eight communities in Johnson City. The Authority is formed under the authority of state law and is governed by a board of directors, which oversees the activities of the CEO/Executive Director.

Essential Duties and Responsibilities:

  • Oversees management of existing housing, including physical maintenance and tenant records
  • Manages tax credit record keeping and reporting to investors, and, as appropriate, applications for additional tax credits. Stays informed about tax credit programs and opportunities
  • Oversees application, recordkeeping, and reporting on grants from state, federal, and public sources
  • As appropriate and directed by the Board of Directors identifies opportunities to develop or redevelop low-income housing and oversees the acquisition, development, or redevelopment of new projects
  • Hires, retains and manages key director-level employees and direct reports
  • Ensures all state and federal laws and regulations are followed and the Authority stays within its statutory authorities
  • Maintains memberships and involvement in national, state, and regional housing authority organizations, such as TAHRA, NAHRO, and PHADA
  • Maintains and builds cooperative relationships with aligned organizations such as THDA, the City of Johnson City, private low-income housing providers, and similar or complementary service providers

Supervisory Responsibilities:

  • Supervises a staff of 57 employees, including office staff, property managers, construction, and grounds and maintenance crews

Qualifications:

  • Thorough knowledge of Tennessee and federal laws and regulations regarding housing authorities
  • Thorough understanding of low-income housing funding mechanisms, including Low Income Housing Tax Credits, Housing Choice Vouchers, Rental Assistance Demonstration Project, and traditional public housing
  • Excellent interpersonal and management skills
  • Ability to manage reporting and application deadlines
  • Strong communication skills, including the ability to present information clearly to governing board and investors
  • Computer literacy, including fluency in Microsoft Office and other standard office software
  • Bachelor's degree required; graduate degree in a management field preferred
  • Minimum experience of 7-10 years preferred in housing authority management. Related fields will be considered, such as private low-income housing or related government service.

Availability Requirements:

  • This is a full-time, exempt position with benefits. The CEO/Executive Director will be expected to maintain regular work hours between 8 and 5 on weekdays, but may also be called on to handle issues outside regular work hours as they arise.
  • The CEO/Executive Director will be expected to live within the Tri-cities region of East Tennessee.
  • Occasional out-of-town travel will be required to maintain relationships with key state officials and agencies in Nashville and attend trade organization conferences or events.
